A Gwinnett County woman wants pet owners to be more responsible after she says someone dumped a starving, mange-covered dog on her property.

Linda Stringer told Channel 2's Amy Napier Viteri her home on the end of dirt-paved Luke Edwards Road in Dacula is a place people commonly abandon pets they no longer want to take care of.

On Sunday night, she was stunned to see a French bulldog in such terrible condition.

"She just looked sad, and lost, and pitiful and starving. It made me cry, you know. It was just heartbreaking to see an animal in that condition. That was just needless," Stringer told Viteri.

Stringer immediately gave the dog food and water and called Gwinnett County Animal Control. She said just two weeks ago she had to call Animal Control when someone abandoned a puppy on her street.

The officer who responded to the call told Viteri the dog was underweight and covered in mange and scab. She said since there was no known owner, there was no way to charge anything with abuse of the dog. Stringer said pet owners need to look into surrendering animals before letting them get to this point.

"They live and they breathe and they feel pain and they're afraid. They're not just garbage," Stringer said.

The officer said it's possible they could release the dog to a rescue group if one comes forward by the coming weekend. However, if they determine the dog is in too much pain, it may be euthanized.
