A Forsyth teen remained in jail Saturday after allegedly abandoning his dog who was found malnourished and nearly decapitated.

Monroe County Sheriff's deputies charged Monterion Dionte Davis, 19, with aggravated cruelty to animals Thursday, six days after the dog was found near death across the street from where Mr. Davis lives, Sheriff John Cary Bittick said.

"I've been sheriff for almost 30 years and this is the worst case of animal abuse I've ever seen by far," Sheriff Bittick said.

Someone spotted the dog and called the county's animal catcher who took the dog to the pound, the sheriff said.

It was unclear why the dog was not immediately taken to a veterinarian.

An animal advocacy group, Save-A-Pet found out about the dog's severe injuries and took the dog to Caldwell Veterinary Hospital, Sheriff Bittick said.

The veterinarian took one look at the dog and called the sheriff's department.

Sheriff's investigators said Mr. Davis, who has owned the dog since she was a puppy, admitted to tying an electrical wire around the dog's neck, which left her partially decapitated.

"He tied the electrical wire around her throat and it did the damage and he just left her for dead," Sheriff's Bittick said.

Though some media reports said Mr. Davis left her tied in the woods, the sheriff said he did not know if Mr. Davis placed the dog across the street at 315 Union Hill Drive.

Mr. Davis was issued a $15,000 bond on Friday in his first court appearance, Sheriff Bittick said.

It was also unclear how long the dog was suffering before she was found and taken to the veterinarian for treatment.

"Most of the musculature up here was severed, the trachea was severed. Fortunately, the major arteries were not severed or the esophagus," Dr. Butler Caldwell told CBS Atlanta.

"The dog was also severely malnourished and dehydrated," Sheriff Bittick said.

The dog, a 2-year-old mix breed, weighed 24 pounds when she was found. She should weigh at least 60 pounds, the sheriff said.

Mr. Shane Smith, who plans to adopt the dog he named Hope, told the news station he was at the pound when he saw the dog.

The dog walked up to him and he saw her throat was severed, the news station said.

"She'll just go up to anyone, she's just a good dog," Mr. Smith said.

Case Updates

Hope, the mixed breed dog that was nearly decapitated, has died from breathing complications.

CBS Atlanta first brought you the story about Hope last week, after 19-year-old Monterion Dionte Davis was arrested for allegedly tying Hope to a tree out in the woods in Forsyth with an electrical cord. That electrical cord nearly decapitated Hope.

Hope was discovered by Shane Smith, who was at the pound when Hope walked up to him and he noticed that her neck and trachea were severed.

Smith, part of an animal rescue group called Save-A-Pet, rushed Hope to the Caldwell Veterinary Clinic, where she underwent emergency surgery.

Dr. Butler Caldwell, a veterinarian at the clinic, said it was amazing that Hope had survived as long as she had without medical treatment.

"Most of the musculature was severed, the trachea was severed," he said. "Fortunately, the major arteries were not severed or the esophagus."

Monroe County Sheriff John Cary Bittick said that this was the worst case of animal abuse he'd seen in his 29 years as sheriff.

"Cruelty to animals is a crime I do not take lightly and all such cases will be investigated and perpetrators will be charged," he said.

Sheriff Bittick told CBS Atlanta that Davis confessed to tying up Hope to the tree, and that he had left her there to die.

Davis made his first appearance Friday morning and has a $15,000 bond. He cannot be with animals, according to Judge Davis, with Monroe County Magistrate Court.

Despite the fact that Hope died from her injuries, the charges against Davis have not changed - he faces one felony count of aggravated cruelty to animals.

According to Sheriff Bittick, Davis has not bonded out of jail.
