The news release from Frederick police said animal control would be charging Pepper with animal cruelty, but director Harold Domer said charges were not likely because the dog was not injured. The citation police issued was a payable traffic citation, Frederick police spokesman Lt. Clark Pennington said. Pennington said the dog was returned to Pepper.

A South Carolina woman was cited for animal cruelty after leaving her dog locked in her car Wednesday while she was inside a tanning salon.

At about 7:37 p.m., Frederick police responded to the Giant Food store on Kingfisher Drive for a report of a dog locked in a vehicle, finding a white poodle in a grey Honda Civic with the windows up.

Officers attempted to open the car while others canvassed local businesses looking for the owner, police said. Frederick County Animal Control also responded to the scene.

The owner, identified as Robin Nicole Pepper, 26, was found walking out of a tanning salon.

Police said the temperature at the time was 97 degrees with a heat index of 100 degrees, and a reading inside Pepper's car registered 152 degrees.

The dog was assessed by Animal Control and determined to be unharmed.
