An Aiken man was issued two citations for animal cruelty after his animal was found strangled to death because of a "short chain."

Earnest J. Simpkins, 34, of Abbeville Avenue, admitted the dog was his and was cited with a second ticket after Aiken Public Safety found a second animal at the home that was wandering around without tags and did not appear to be properly cared for.
