On Monday, P.J. Ruth was walking out the back door of her office at 31st Street and Campbell Avenue when she saw a man putting something into a Dumpster.

Little did she know, the man had just dumped two pit bulls inside dog food bags into the Dumpster. A source told KCTV5 that the dogs were skin and bones from being malnourished. The source said one of the dogs had been hit with a blunt object and the other had been shot.

"Anger -- just a lot of anger," Ruth said upon finding out what had been put into the Dumpster.

Ruth explained how she felt after discovering the bodies.

"I went to run a quick errand and was gone about 15 to 20 minutes and came back and someone was throwing something in the Dumpster," she said.

Ruth said she saw the legs of two dogs hanging out of the bag.

"There were very bloody," she said. "It was extremely fresh, and they just had dog food bags over their heads, in plain sight."

Ruth believes the man she came face to face with before she ran her errands dumped the dogs.

"It's just unbelievable, absolutely unbelievable," she said.

Police told KCTV5 that if the dogs were sick and there was no sign of foul play, there was no crime. But if the dogs show signs of fighting, dumping the dogs after the fact is illegal.

Spay and Neuter of Kansas City is offering a $1,000 reward for information leading to an arrest of anyone involved.
