A 38-year-old El Sobrante man was arrested Tuesday on suspicion of animal cruelty after Napa County Sheriff's deputies responded to an investigation of illegal dumping on the 2500 block of American Canyon Road. They found a German shepherd tied with a rope and choking, according to the Sheriff's Office.

The dog had no water or food and could walk only in a circle or about 2 to 3 feet, police said. She also could reach only five of her eight puppies that were still nursing, deputies said.

The dog, which showed signs of malnutrition, and her puppies were taken for treatment to a veterinarian before they were transported to the Napa County Animal Shelter, police said.

The dog owner, Sergio Torres-Torres, was arrested and booked on suspicion of animal cruelty into the Napa County Jail.
