Alleged: Douglas Lee Phillips

Police accuse an Oklahoma City man of picking up his dog by its leash, beating it with a cane and then using the cane to attack a woman who intervened.

Douglas Lee Phillips, 58, was arrested on complaints of assault and battery, animal cruelty and destroying private property, according to a police report released today. He was booked into the Oklahoma County jail and later released on bail. He has not been charged.

A man was crossing S Pennsylvania Avenue at SW 59 about 2:10 p.m. March 17, and a passing motorist saw him pick up his dog by the leash after the dog hesitated at a curb and carry the animal that way for five to 10 feet, an officer wrote in the report. The motorist told officers the man then beat the dog with his cane.

The motorist stopped, got out of her car and grabbed the dog in an effort to protect it, according to the report. She told police the man hit her with his cane and his fist and kicked and dented her car door when she got back inside to call 911.

Officers arrived and found Phillips panhandling on the street, the officer wrote. The woman and the dog were not seriously hurt, and animal welfare workers took custody of the animal.

Phillips was combative with police, cursed at an officer and spit on the inside of a patrol car and on an officer's computer screen, according to the report.
