A couple who own a pet store in Salisbury have been charged with child abuse and animal cruelty after authorities responding to complaints found unfit living conditions in their home and children who had never been to school, the Rowan County Sheriff's Office said in a press release.

Authorities arrested David Lore Jr., 37, and Angela Lore, 35, both of 3435 Rockwell Road. Each is charged with four counts of child abuse, four counts of contributing to the delinquency of a minor and three counts of animal cruelty. Each has been jailed under $250,000 bond.

The Rowan County Department of Social Services has removed the Lores' four children ages 7, 9, 14 and 16, from the home, the Sheriff's Office press release said.

Social Services began investigating complaints of unfit living conditions at the home in early March. Detectives with the Sheriff's Office Special Victim's Unit became involved in the investigation, which involved complaints of pets not being fed and pets dying inside the home then there carcasses being left lying inside the home for long periods of time.

The complaint said there were large amounts of trash throughout the residence, the Sheriff's Office said.

Detectives discovered the children spend most of the day alone at the house while the parents run a business, Pet Place, on South Main Street in Salisbury, the press release said.

"The children have also never been enrolled in public school, received very little medical attention and were forced to live in the unfit conditions present at this home," the press release said.

Social Services removed the children from the home after detectives executed a search warrant. Rowan County Animal Control has removed three remaining 3 dogs.

The investigation continues and more charges are possible, the Sheriff's Office said.

The Lores' opened the shop on South Main Street after a massive fire destroyed most of the Webb Road Flea Market, where they had been doing business.

Case Updates

A judge agreed Wednesday to grant supervised visits with the children of a couple charged in March with making their children live in filthy conditions and not feeding their pets.

David Lore Jr., 37, and Angela Lore, 35, of 3435 Rockwell Road, were each charged in March with four counts of child abuse, four counts of contributing to the delinquency of a minor and three counts of animal cruelty.

During a hearing in Rowan County District Court on Wednesday, the judge also set a Sept. 21 date for their trial on those and other charges.

In March investigators found the family living in filthy conditions that included piles of trash inside and outside the home.

The Lores' four children had never been to school. The children, ages 7, 9, 14 and 16, were placed in the custody of Rowan Social Services and are living with family.

The Lores were in district court Wednesday, but did not speak during the brief hearing, which was held to modify their conditions of release. The couple requested to be allowed to see their youngest children.

A Social Services case worker told District Court Judge Charlie Brown the couple could see their two youngest children.

Brown granted permission only if the District Attorney's Office and the case worker agreed to the terms. Both parties agreed.

Conditions to the visits include that they must be at the Department of Social Services offices, must be scheduled by a case worker and must be supervised.

During their search of the home in March, investigators also found prescription pills and other drug paraphernalia. The couple were charged in May with possessing several kinds of prescription pills, including Klonopin, hydrocodeine and Xanax.

Investigators also found a smoking pipe and scales and a small amount of salvia, a psychedelic herb that's illegal in North Carolina but legal in some other states.

In April, David Lore was charged with two counts of felony assault by strangulation.

An arrest warrant said Lore reportedly grabbed his son, David Edward Lore III, around the neck, cutting off his airway, in 2009.

The couple own Pet Place, a pet store on South Main Street. The business survived the fire that destroyed the Webb Road Flea Market last year.

Reached after the hearing Wednesday, David Lore declined to comment.

"As long as the case is ongoing we've been advised not to talk," he said.

David and Angela Lore are out of jail one week after being arrested on 13 charges, the result of an investigation by the Rowan County Department of Social Services and Rowan County Sheriff's Office.

Angela Lore said Thursday afternoon she's "not the best" she's ever been, but, the family's pet store, Pet Place, was back in business.

Detectives and a DSS caseworker found the Lore's four children had been living in the family's Rockwell home with three malnourished dogs, at least one dead and decaying animal in the home, animal feces ground into the carpet, and a roach infestation, with roaches even in the children's beds.

The four children " ages 7, 9, 14 and 16 " had never been enrolled in public school and are now living with family.

David Lore Jr., 37, and Angela Lore, 35, of 3435 Rockwell Road, each face four counts of child abuse and four counts of contributing to the delinquency of a minor.

They also face three counts apiece of animal cruelty.
