A 46-year-old borough resident was charged today with animal abandonment by the Monmouth County Society for the Prevention of Cruelty to Animals' law enforcement office.
Oscar Badillo was seen tying the family's Shih Tzu to a tree in the Quik Chek parking lot along Main Street, Chief Victor "Buddy" Amato said.
Amato said Badillo does not appear to be related to a Freehold man charged Friday with eight counts of animal cruelty.
A borough officer was posted at the site for at least an hour afterward while police conducted an investigation, Amato said.
Badillo was arrested at his Farrington Road home three hours later.
He faces a minimum $1,000 fine and six months' jail time if convicted before Judge John G. Colannino on April 20.
