Rio Rancho police said they arrested a man for burning his dog's testicles because he couldn't afford to neuter the animal.

James Dickie, 23, was arrested and charged last month with extreme animal cruelty, authorities said.

"Dickie allegedly burnt the dog, burnt his scrotum, burnt his testicles, in order to save himself the expense of possibly having the dog neutered by a licensed veterinarian," said John Francis of the Rio Rancho police.

Authorities said Dickie's dog, Charlie, was rescued after a neighbor called Dickie's grandmother. His grandmother sent a family friend who found Charlie in Dickie's bedroom, unable to move because of the burns.

Police said two days before the incident, Dickie was seen violently beating Charlie in the yard. According to the police report, Dickie drop-kicked his dog several times and threw the animal into a yucca plant.

When asked by the police, Dickie denied abusing his dog.

Extreme animal cruelty is a fourth-degree felony and carries a maximum sentence of 1 1/2 years in jail and up to a $5,000 fine.

Police said a neighbor paid $700 in medical expenses to treat Charlie.

Charlie has now recovered and is living with a new owner. However, the veterinarian who examined him said the dog is blind and had wounds on his ears, head and genitals.


Case Updates

A Rio Rancho man accused of torturing a dog will not be going to jail for the time being. Instead, he has been allowed to move to Belen.

Prosecutors filed a motion last month asking that James Dickie be sent to jail because he had not complied with a judge's order to turn his other pets over to Animal Humane New Mexico pending his trial.

But a motion filed by Dickie's attorney Tom Garde stated that Dickie had turned the animals over to family friends and asked that Dickie be allowed to move to Belen because his grandmother intends to sell the home they share in Rio Rancho.

Garde said the animals were not taken to the Animal Humane because they would have either been adopted out or euthanized.

State District Judge Louis P. McDonald granted Dickie's request to move to Valencia County during a motions hearing held Monday.

During that hearing, prosecutors requested the addresses of where another dog and two cats have been placed, according to 13th Judicial District Attorney Lemuel Martinez.

In April, James Dickie, pleaded not guilty to extreme animal cruelty during an arraignment hearing in state District Court in Sandoval County. He was released on his own recognizance.

Dickie is accused of torturing a dog in January by burning its testicles, dropping it several times and kicking it into a yucca plant. Dickie allegedly told a family friend that he did so because he could not afford to get the dog neutered.

A veterinarian's report said the dog had wounds to its head, ears and scrotum and is blind due to cataracts. The dog is now in the care of a family friend.

A Rio Rancho man who faces an extreme animal cruelty charge has waived his right to a preliminary hearing in Sandoval County Magistrate Court.

The case will now be remanded to state District Court and an arraignment hearing is expected to be held in about four weeks, according to the District Attorney's Office.
