A 21-year-old Enid woman was arraigned Thursday on a felony charge of cruelty to animals.

Lindsay Renee Neilson faces up to five years imprisonment and/or a fine of up to $500, if convicted.

According to an affidavit filed in the case, Enid Police Department officer Robert McFadden was sent at about 5:15 p.m. Nov. 20 to 421 N. 14th on a report of possible animal cruelty.

McFadden spoke to a neighbor who said the residents had not been living at the home for several months but still had dogs there. The woman said the residents had not been seen at the home for at least two weeks.

McFadden found two puppies in the backyard, one of which appeared sick and had shallow breathing. McFadden called for Animal Control to come to the house, but one of the puppies died before an Animal Control officer arrived. McFadden also saw two dogs inside the house, according to the affidavit.

Animal Control officer David Handley said the puppy may have died from parvo, and the other puppy was dehydrated and possibly was infected with parvo. Handley saw the dogs inside the house and said they were skinny but appeared healthy, according to the affidavit.

Neilson arrived at the scene and said she had been living there but was having problems with the utilities, according to the affidavit. Neilson said someone was checking on the dogs every day and her cousin checked on them that day.

Neilson signed a search waiver for the home, which had no electricity or water. She told McFadden there should be three dogs inside.

Inside the home the dogs had relieved themselves and an odor of feces could be detected, according to the affidavit. McFadden found the third dog dead inside one of the bedrooms.

In the affidavit, McFadden noted the dog was "very skinny and its eyes were sunk into its head." He also noted it appears the dog had been dead for some time.

McFadden checked all the bowls and containers on the floor in the house and none of them had water, according to the affidavit.

Neilson is free on $1,500 bond and was ordered to return to court March 7 for a bond appearance.
