Chained dogs left to starve

A dog owner who admitted to leaving two pit bulls chained outside a Rock Hill residence without food for two weeks has been charged.

James Edward Colvin, 43, of Rock Hill turned himself into police Tuesday and has been charged with cruelty to animals, according to Rock Hill police documents.

Colvin admitted to police he left two dogs outside without food or shelter for a couple weeks in December.

A York County Animal Control officer found the two malnourished pit bulls Dec. 10 chained to a tree behind a house in the 500 block of East Black Street. The home appeared to have been vacant since November.

The dogs were on the verge of starvation, chained to trees without food, shelter or water that wasn't frozen.

One of the dogs had an illegal logging chain around its neck, the report states.

Utilities to the residence had been turned off, and police tracked down Colvin to ask him about the animals. After an investigation, a warrant was issued for Colvin's arrest. Police say he turned himself in Tuesday. His bond was set at $800.

The dogs were seized by animal control. One of the pit bulls has since been taken in by a rescue group, and the other had to be put down, said York County Animal Control Manager Steve Stuber.

"The one that was taken by a rescue group, it was in pretty bad shape when we got it," Stuber said. "We actually sent it to a local veterinarian immediately when it came in since our vet was on vacation.

"About 10 days later, the animal came back in and I couldn't believe it. It picked up about 8 to 10 pounds and was in excellent condition compared to how it came to us."

That dog continues to be doing well, Stuber reports. The other pit bull was euthanized because of aggression, Stuber said. It would not have been in a position to be rescued or adopted.
