Sheila Kinville has been charged with mistreating five horses. She is accused of not feeding the horses enough, not trimming their hooves, not giving them proper exercise and keeping them in dirty stalls.

SPCA agent Peter Saunders said the agency is not recommending fines. He said they want to continue a program of probation for Kinville and rehabilitation for the horses.

Saunders said neglecting the hooves was especially serious because it can lead to inflammation and permanent crippling. In this case, he said, its unlikely any of the horses suffered permanent injury.

In a press release, County Attorney James Reams announced that the Rockingham County Attorney's Office, working with the Rye Police Department, is reviewing an incident of possible animal neglect that resulted in the removal of a number of horses and cats from the residence of Sheila Kinville, 65, of 112 Grove Road, Rye, NH on Dec. 3.
