A man is in jail Thursday morning facing felony animal cruelty charges. York County police say James Funderburk dragged a white Shih Tzu at least a mile behind a green scooter.

The dog's body was found on Eden Terrace Extension in Rock Hill. Lt. Pat Kiefer said an eyewitness saw the dragging.

"Apparently when another motorist came by and advised him (of) the dog behind his moped, he picked the dog up and put him in the basket and continued to drive on. The basket was located on the back of his moped," Kiefer said.

Kiefer said Funderburk at first said he had only one dog, a little black dog in this basket.

"He later, after being questioned by deputies, said he was not aware that the dog had fallen out of the basket," Kiefer said.

According to the police report, Funderburk had alcohol in his system.
