Case Updates: 4 update(s) available

The Humane Society of the United States is offering a reward of up to $2,500 for information leading to the identification, arrest and conviction of the person or persons responsible for torturing and killing two cats who were found dead in Louisville on Dec. 4.

Louisville Metro Animal Services give the following account: On Dec. 4, Louisville Metro Animal Services officers discovered the dead, mutilated bodies of two male cats behind the Kroger, at 5001 Mud Lane. Both cats had been declawed, appeared to have been kept indoors, and were bound prior to being tortured and mutilated. One of the victims, an orange tiger cat about 6-8 years old, had a shaved strip of fur indicative of prior medication administration. The second victim was a 2-year-old grey tiger cat.

Getting the serious attention of law enforcement, prosecutors and the community in cases involving allegations of cruelty to animals is an essential step in protecting the community. The connection between animal cruelty and human violence is well documented. Studies show a correlation between animal cruelty and all manner of other crimes, from narcotics and firearms violations to battery and sexual assault.

"Anyone capable of hurting cats like this can be capable of hurting people, too," said Pamela Rogers, The HSUS' Kentucky state director. "I am thankful that the penalty for the torture of these cats is now a felony in our state, and we hope our reward helps gain a conviction for this senseless crime."

The Investigators: Louisville Metro Animal Services and The Louisville Metro Police Department are investigating. Anyone with information on this crime is urged to call Louisville Metro Animal Services at 502-363-6609 or the Louisville Metro Police Department's tipline at 502-574-LMPD.

A Bullitt County judge has delayed the trial of a man accused of animal torture.

Alex Phelps is charged with torturing and killing cats and is facing charges in Jefferson and Bullitt counties.

His trial in Bullitt County was delayed because the court is still waiting on crime lab results.

Police say Phelps was performing medical experiments on cats he got from people on Craigslist.

He has pleaded not guilty to all those charges.

Police make another disturbing discovery of more remains of mutilated cats in our area.

Investigators say all the dead cats found over the last month have similarities including the gruesome way they were tortured.

"I've been a policeman for 20 years and this is the first where the injuries to the animal were that significant," said Sgt. Troy Thompson, Louisville Metro Police Department Seventh Division.

The injuries to the cats are so gruesome, the pictures cannot be shown on TV. Sgt. Thompson and Bullitt County Detective Tim Waters both describe the remains as horrific.

"They were stabbed multiple times and their intestines were out. Pretty extensive injuries," said Thompson.

"Bound and mutilated in the same fashion as the other cats with the abdomens cut open," said Waters.

The first few dead cats were found in December. The remains were found in a grassy area behind the Kroger on Preston Highway and Mud Lane.

Investigators found two more dead cats in a field in Hillview a few miles from the first location.

"He said he did it for medical research," Thompson said.

A caller from the LMPD Tip Line gave Seventh Division detectives enough information to question 24 year old Alex Phelps. Investigators say he admitted to killing the cats found in December. Cats investigators say were once free to a good home.

"He did get two off of Craigslist that we know of possibly more," Thompson said.

Investigators say detectives found more evidence of the crimes in Phelps' Shepherdsville home. He has been charged in Metro Louisville with four counts of torturing a cat and could face similar charges in Bullitt County by the end of the week.

"At this point we're hoping to be able to take those remains either tomorrow or Wednesday down to the medical examiners office," Waters said.

Investigators are hoping the coroner can determine if the cats in Bullitt County died in the same manor those in Louisville were killed.

Police are still looking for people with information on this case.

Tips should be called in to LMPD at 574-LMPD and Bullitt County at 543-2514.
