A Westfield woman has been charged with cruelty to animals.
State Police at Fredonia allege that Connie L. Hogue of the Mayville/Sherman Road, Westfield, was keeping 11 horses at a pasture on Barnes Road in the town of Portland. A call from a local resident to the state police alerted authorities to alleged poor living conditions of the animals at the pasture.
Investigation by the State Police and the cruelty investigator from the Chautauqua County Humane Society led to charges being place against Hogue. Police allege the 11 horses were living in "a swamp filled with mud, manure and urine, and there was no healthy supply of water or food available to them." One of the horses had an injured leg which was badly infected and he was extremely emaciated, police allege.
After a local veterinarian examined the animals and the investigation was completed, a search warrant was obtained from the Town Justice of Portland. On Sunday the warrant was executed and the horses were removed to a safe place.
Hogue was charged with multiple counts under the Agriculture and Market Laws dealing with cruelty to animals and failing to provide proper sustenance to animals.
