A Minerva Street woman is facing an animal cruelty charge after officers discovered her apparently abandoned pet dog had eaten its young to survive. Capt. Norm Curtis said Thursday a warrant has been issued for the arrest of Billie D. Lockhart, 739 Minerva St., for animal cruelty after a call was received Aug. 15 that residents had moved from the Minerva Street home and left a Dalmation trapped inside.

Patrolmen Tom Hildebrand and Shawn Long responded and reported finding the dog inside, with the neighbors saying Lockhart had not been seen in at least a week.

The county dog warden�s office was notified but did not respond since the dog was not running at large, according to Curtis. Attempts were made to locate Lockhart and the landlord to no avail.

This past Sunday, the police department was advised by telephone that a friend of Lockhart had been inside the residence and found the dog had eaten its litter of pups due to lack of food and water, at which time the Salem Humane Society was called but failed to respond, Curtis reported.

On Tuesday of this week, the police department was advised the dog had gotten out and had been tied in the yard by neighbors, at which time the county dog warden responded and took the dog.

A spokeswoman at the dog warden�s office confirmed Thursday that, until the dog actually was running loose, that office could not take it into custody, which occurred Tuesday.

She said a neighbor boy had been feeding the dog, which is not emaciated.
�She has a terrible case of fleas, but otherwise she�s fine,� according to the spokeswoman.

Named �Katie,� the dog appears to have had puppies months ago, according to the dog warden�s spokeswoman, who said they, too, had been advised she had consumed the pups.

Since �Katie� was not wearing tags when taken into custody, she will be available 72 hours after being picked up, which is this afternoon.
The dog warden�s spokeswoman said the dog has a gentle temperament and would make a good pet.
