The CNY SPCA investigators are trying to determine how a puppy's jaw was nearly severed.

Rockford, a six- to eight-month-old pit bull, was found Tuesday by employees at Absolute Auto and Audio, in Fulton, in the van of a customer who came in to get new wheels, according to store manager Rachel Dean.

"The jaw was literally hanging from the dogs head," Dean said. "It was only held on by skin. ... The bones were completely severed off the dog."

Dean said the van owner, Reginald Stepp, who has been a customer at the auto shop for more than three years, told her that the employee should not worry about the dog in the car because "there is something wrong with his jaw, he can't bite."

The manager said she started to cry when she saw the dog.

Dean said she told Stepp the dog needed immediate medical attention. Stepp said he had an appointment with the veterinarian that afternoon, Dean said. Dean called the police and animal control and was given permission by the authorities and Stepp to take the dog to Fruit Valley Veterinarian Clinic in Oswego.

In addition to the jaw injury, the veterinarian found the dog had previously suffered broken bones in his left leg that hadn't been treated, Dean said.

So far, the auto shop has helped raise more than $3,100 to help pay for Rockford's medical bills. Donations to help with Rockford's medical expenses have come from Arizona, California and soldiers fighting in Iraq, said the clinic.

A Syracuse man will spend six months in jail for striking a pitbull named "Rockford" to the point that the puppy's jaw was nearly severed.

Reginald Stepp, 35, of Milton Avenue, was sentenced Tuesday morning. In October, he pleaded guilty in Onondaga County Court.

The puppy was rescued when Stepp pulled into a Fulton auto repair shop. The staff noticed the emaciated dog with its jaw nearly hanging off and took it away from Stepp. The dog was adopted by a woman who was on the scene when the it was it was rescued.

Stepp was held in jail without bail while awaiting his sentencing.

A 35-year-old Syracuse man admits he beat a pit bull puppy so severely that its jaw was left hanging by the skin.

Reginald Stepp pleaded guilty in Onondaga County Court Wednesday to a felony count of aggravated cruelty to an animal. The judge promised him a sentence of 6 months in the county jail. He could have gotten a maximum of 2 years in jail.

Authorities say the injured 8-month-old puppy was reported by employees of an auto shop where Stepp went to get new wheels. They saw the badly injured puppy in his van and called police.

Stepp is being held in jail without bail until sentencing on Nov. 9.

Neither the prosecution nor the defense got what they wanted for bail when Reginald Stepp appeared before Onondaga County Judge Tony Aloi in connection with animal cruelty charges. But the prosecutor was probably a lot happier with the result.

Stepp, charged in connection with the abuse of a puppy whose jaw was nearly severed, was in jail with no bail because he had at least two prior felony convictions.

Defense lawyer Christine Cook asked for $1,000 bail or the Pretrial Release Program, noting Stepp has 3-year-old twin sons he cares for at home.

Assistant DA Bridget Scholl asked for $10,000 cash or $20,000 bond, noting Stepp has three prior felony convictions, five prior misdemeanor convictions and five prior bench warrants for failing to appear in court.

The judge set bail at $100,000, bluntly noting he didn't want Stepp to get out of jail until the animal cruelty matter was resolved.
