A woman with a history of keeping animals in squalid conditions has been arrested for the second time this month.

Janet E. Yusko, 49, of 103 Court St., Dover, was arrested Wednesday at 9:06 p.m. on a charge of breaching bail conditions.

A judge had prohibited Yusko from possessing animals. But she contacted her former attorney, Nancy Quinlan, and tried to buy back two horses that had been taken because of unpaid legal fees, according to police.

Yusko was held overnight without bail and was scheduled to be arraigned this morning in Dover District Court.

The case stretches back to last fall when police began receiving complaints from Yuskos neighbors about pets in squalid conditions. Police and an animal control officer seized two of Yuskos horses, 11 dogs, 25 birds, and several hamsters and rabbits. Animal carcasses were also found on the Court Street property, according to police.

Yusko was convicted in March on two counts of cruelty to animals. The judge ordered her to refrain from keeping pets for one year.

But police launched a new investigation in June after they were contacted by a dog breeder in Middleton. The woman said Yusko called her to buy a Doberman pinscher that the breeder was advertising in a magazine. The breeder was preparing to deliver the animal to Yusko when a friend informed her of last years animal cruelty case.

The breeder made up an excuse and delayed the appointment. An undercover police officer accompanied her to Yuskos home on June 24.

Yusko allegedly signed a contract to purchase the dog, according to a police affidavit. The officer also saw two cats that were described as family pets. A white bulldog was also in the home and Yusko said she was watching it for a friend, according to police.

Yusko was arrested July 12 on four counts of indirect criminal contempt for allegedly violating the court order. She was freed on $4,000 personal recognizance bail, and the judge ordered Yusko to again give up her animals.

Quinlan contacted police July 18 to report the latest incident. The attorney placed a lien on several of Yuskos horses because of unpaid legal fees. A Superior Court judge turned over two of them to Quinlan and another two have remained in her possession since last year, according to court records.

Yusko allegedly contacted the attorney July 14 and offered to pay $1,000 to get two of the horses back. Quinlan was aware of the previous criminal case, refused the sale and called police, according to court records.

Case Updates

Yusko has a record of animal cruelty. Now she has been charged with bail jumping after she missed a court date for charges that violated a judge's order not to possess animals.

Yusko, age 49 of 103 Court St. turned herself into police at 11am after she missed a 9am hearing in Dover District Court for 4 Class A misdemeanors of indirect criminal contempt.

Yusko faces contempt charges for allegedly attempting to buy a dog from an area breeder in June and for attempting to buy back 2 horses in July from her former attorney. She also faces contempt charges for having 2 kittens and a white bulldog after she was specifically ordered to own no animals for 1 year.

Yusko was freed on $200 cash bail on the 4 contempt charges and $2000 personal recognizance bail on the bail jumping charge. Her next hearing date is November 18th, 2003.

The Class A misdemeanor is punishable by up to 1 year in jail and a $2000 fine.
