Charges of animal cruelty are pending in a case of animal neglect so severe that authorities are calling it shocking and horrific.
An emaciated, red nose, male pit bull dog was found Sept. 16 by police in a skeletal state, lying on his side tied to a street sign in the 400 block of Vineyard Avenue.
Officers responding to the call said initially they thought the tan dog was dead.
City of Madera animal control officer C. Ruble said the owner of the 3-year-old dog initially tried to deny ownership of the animal and it appeared he had abandoned it to die on the side of the street. Another thin female pit bull dog was seized from the same owner by animal control officers and was placed in protective custody.
