uthorities in Hagerstown are offering a $1,000 reward for information in a disturbing case of animal cruelty.

Officials say that two dead kittens were recently found tied to the windshield wipers of a van that was parked along the 400 block of Prospect Street in Hagerstown.

Now officials are hoping that the reward will encourage anyone with information on the case to come forward.
