The incident occurred just before sunrise on June 12, after Steve Syverson noticed someone vandalizing a school bus stop as he set out for his morning walk.
Syverson said he heard a racket just as he emerged from his house: "I thought it was the neighbor getting things ready for work."
From the driveway of his home along Northeast 223rd Circle, Syverson spotted someone about 500 yards away at a neighbor's bus shelter along 167th Avenue. He walked out his driveway, followed, as usual, by Jeepers.
Jeepers, described by Syverson as a "homebody," generally followed his owner only as far as the driveway and private road. Syverson started down 223rd toward the intersection of 167th. As he drew closer, Syverson said he made out a young man ripping away the metal flashing of the intricately designed shelter.
Syverson said he's not sure whether the man was startled by an unexpected visitor or the sound of an approaching car, but he saw the vandal toss something into a white sedan before jumping into the passenger seat.
The car sped south on 167th, then east on 223rd.
"When they turned and came up this road, I knew we were going to have trouble," he said.
The driver sped down a dead-end road. The car whizzed past Syverson, who turned to watch as the driver realized a moment later that he had to turn around. Syverson remembers hearing the high-pitched revving of the engine as the car lurched toward him and then heard what he described as "a terrible thud" as the car zoomed away.
Jeepers was lying in the road, her eyes rolled back and her breathing shallow. Syverson called his wife out to the road; they watched as Jeepers died on the asphalt.
Syverson, a public works employee for the city of Vancouver, stayed home to give a report to a Clark County Sheriff's Office deputy.
