A woman apparently tied a Jack Russell terrier to the back of her car and dragged it 500 feet Saturday morning, then left it by the side of the road near Colvin Run Mill Park. The terrier survived, and Fairfax County police yesterday were trying to identify the woman.

The incident occurred about 9 a.m. in the 1300 block of Carpers Farm Way. A passerby saw the terrier being dragged by its leash, which was attached to the bumper of a red compact car. The witness told police that the driver then got out of the car, unhooked the dog and drove off. The dog is being treated at Great Falls Animal Hospital for severe injuries to its paws and hind legs.

The driver was described as a white woman in her twenties with shoulder-length brown hair. Anyone with information may call Fairfax County Animal Control at 703-266-6490.


Case Updates

Yesterday (Oct 16, 2003) she was convicted in Fairfax County General District Court of animal abandonment and failure to provide emergency care after Champ was dragged about 500 feet, his paws scraped raw. Judge Ian M. O'Flaherty ordered Oh to pay a $250 fine plus $656.75 for the dog's medical bills.

O'Flaherty said he believed that Oh was genuinely concerned about Champ, but he advised her to refrain from acquiring any new pets, "be they mammal, reptilian, insect -- whatever."

"When she opened the [car] door and saw the animal, I believe she was glad it was alive," O'Flaherty said. "I think she had come to the end of her rope and decided to leave the animal there."

Officers arrested the dog's owner, a Sterling, Va., woman, and charged her in the dragging. Jeong Oh, 48, is charged with animal cruelty and animal abandonment. Police said Oh's husband went to the animal shelter to claim the dog, saying he thought the dog had run away.
