    Erie County SPCA officers removed 99 dogs and numerous cats, birds, and prairie dogs from a house they described as a "puppy mill." Police and SPCA officers said the animals were living in filth in the town of Evans home of Ronald and Carol Karter. No charges were filed.

    The seizures were made possible by a law that took effect last July. Anyone selling more than 25 animals a year out of their home is subject to state inspections.

    The dogs taken from home--including poodles, dachshunds, collies, golden retrievers, Japanese chins, boxers--were taken to shelters.
