Dog dragged behind vehicle

Ida Grace Mauser, 67, of 1331 S.W. Louise Drive, appeared in Municipal Court Wednesday to answer to one charge of second-degree animal abuse, a Class B misdemeanor.

She pleaded guilty before Judge Kevin Kinney and he sentenced her to 80 hours of community service with Homeward Bound Pets and ordered her to pay $500 restitution to Yamhill County Dog Control.

Sheriff's Office Sgt. Tim Svenson, who oversees dog control operations, said the money will go into a fund to help pay for general care of the animals and maintenance of the facility located on the fairgrounds.

The incident happened Wednesday, May 27, in the area of Southwest Louise Drive and Westvale Street. McMinnville police were dispatched about 10:30 a.m. after several witnesses called 911 to report a small dog was being dragged behind a car on a leash, according to Capt. Dennis Marks.

Witnesses said the car was not speeding, but it was traveling fast enough that the dog was unable to keep all four feet on the ground all the time. When the vehicle came to a stop, and witnesses approached Mauser, she said she regarded her actions as a form of punishment for the dog.

Officers contacted Mauser the following day and she admitted pulling the dog behind the car, a 2002 Toyota Camry. She said the dog, who belongs to a relative, sustained sore legs and damaged pads on its feet.

Marks said the breed was a Lhasa Apso, described as a tiny dog with a double coat that drapes over its entire body, making the dog look like a small version of an Old English Sheepdog.

Kinney also ordered Mauser never to again use a mechanical device to walk or exercise an animal. She will be allowed to care for and/or own animals in the future.
