CONVICTED: Was justice served?

Please vote on whether or not you feel the sentence in this case was appropriate for the crime. (Be sure to read the entire case and sentencing before voting.)

weak sentence = one star
strong sentence = 5 stars

more information on voting

When you vote, you are voting on whether or not the punishment fit the crime, NOT on the severity of the case itself. If you feel the sentence was very weak, you would vote 1 star. If you feel the sentence was very strong, you would vote 5 stars.

Please vote honestly and realistically. These ratings will be used a a tool for many future programs, including a "People’s Choice" of best and worst sentencing, DA and judge "report cards", and more. Try to resist the temptation to vote 1 star on every case, even if you feel that 100 years in prison isn’t enough.

Case #15543 Rating: 2.3 out of 5

Rescue neglect - 90 dogs seized
East Lampeter, PA (US)

Incident Date: Wednesday, May 20, 2009
County: Lancaster

Charges: Misdemeanor
Disposition: Convicted

Defendant/Suspect: Terri Palmer-Roby

Humane League of Lancaster County workers say they are dealing with one of their most disturbing cases in recent history. They say a woman was keeping about 90 dogs inside her East Lampeter Township home.

Terri Palmer-Roby had a house full of Chow Chows who workers say were kept in deplorable conditions including filth and overcrowding. Two dogs had died and their carcasses were still inside the home among the other dogs.

Palmer-Roby was operating a rescue, which Humane League of Lancaster County Vice President of Outreach says turned into animal hoarding. "People who do it have good intentions, they love animals but don't realize the horrific cruelty they are creating. This was pretty intense.

Humane League employees are now working to get the dogs back to health and in good homes. Some if the animals will go other nearby shelters, but many of them will stay in Lancaster. Some could be available for adoption later this week.
