Clermont County Sheriff's Deputies have issued a warrant for the arrest of 59-year-old Dave Woodruff of Goshen on animal cruelty charges.
Last month, neighbors notified the Clermont County Animal Shelter that a young dog was being neglected and had been chained to a dog house for months. The Clermont Chief Dog Warden Debbie Wood says she found the 10 month old retriever mix running loose with what appeared to be a huge tumor growing on its neck. Further examination by a vet revealed the tumor was actually infected skin that was forced through a dog collar which had twisted because it was too tight.
The dog, named Abby, was taken into custody. Woodruff has been on the run ever since.
A vet was able to repair Abby's neck and she will be spayed and put up for adoption.
