The Sullivan County Sheriff's Office Wednesday arrested the owner of three emaciated horses found on his property in Phillipsport.
James A. Horton, 68, was charged with three counts of animal cruelty, a misdemeanor. He was issued an appearance ticket and is due back in Mamakating town court on June 11.
Sheriff's Patrol Chief Art Hawker said the horses â€" two stallions and a gelding â€" displayed numerous signs of neglect: significant weight loss, internal parasites, hair loss and dental problems.
