Dog found starving

Two-year-old Ranger is a healthy, happy 75-pound German Shepherd. His dog collar reads "Bad to the Bone".

Authorities say three months ago, he was starving to the bone.

"He looked really bad," says Robert Hall, Ranger's new owner.

When Ranger was found by Gwinnett County Animal Control officers in December, his ribs were showing. There was evidence he'd eaten plastic used to wrap hamburger meat.

"Pretty obvious he wasn't getting adequate nutrition when they go to eating things like that," says Hall

Hall is a Gainesville veterinarian who won out over others who wanted to adopt Ranger after the German Shepherd was taken from his his former owner.

Amanda Marie Conn was charged with animal neglect when authorities found Ranger, hungry and flea ridden. Conn told a Gwinnett County judge that she was unemployed, and that whatever money she had went to feed her children and care for her mother. She also told authorities that her dog wouldn't eat because of problems with his liver, but the veterinarian who examined Ranger says his liver is fine.

The judge gave Conn two days in jail, six months on probation, and a 500-dollar fine. She's not allowed to own animals during her probation.

At her Gwinnett County home, a woman answering the door told us Amanda Conn wasn't there.

Ranger's new owner says there's no excuse for letting an animal starve.

"There's agencies, German Shepherd rescue, humane society, anybody if you're having trouble with a dog will help you feed them," says Hall.
