A metro Atlanta area pet owner faces animal cruelty charges and fines for leaving a puppy in a collar that was too small for its neck. Animal control workers said they discovered the embedded collar when the owner called them to say he did not want his dog anymore.

'Rock' the 5-month-old labrador will need four to six weeks of treatment, officials said. The dog is now at the Atlanta Humane Society.
