Randolph County sheriff's deputies have charged a man with 12 counts of animal neglect.

They arrested Marcus Decker at his home in Cassity, Friday night.

An anonymous tip led authorities to Decker's house, where they found one dog frozen to death in a dog house, three dogs that were near death, and two more that were malnourished, says Randolph County Humane Officer Jim Cain.

Cain seized the dogs.

He says they were in terrible condition.

"Three of the dogs were extremely emaciated and extremely dehydrated. You could pull the skin away from their bodies and it wouldn't return," said Cain.

Three of the dogs have been placed in foster homes.

Two will be available for adoption after the humane society works with them on food aggression.


Case Updates

A man accused of mistreating dogs has pleaded guilty to 12 counts of animal neglect.

An anonymous call started the investigation, last February.

The authorities found one dog frozen to death in a dog house, three more dogs near death, and two more that were malnourished, at Marcus Decker's home in Cassity.

Randolph County Magistrate Robert Elbon sentenced Decker to six months in prison, then suspended that sentence and put Decker on probation for two years.

Decker will also have to pay a $12,000 fine and court costs.

He is also banned from owning animals for five years.
