Dead dog found tethered to stump

Winterville police are asking for the public's help in identifying who left a dead dog tied near a school.

The dog's remains were discovered Sunday on a two-acre lot in the northeast corner of Railroad Street and Worthington Road, near W.H. Robinson Elementary School.

"I was disgusted," said Derek Allen. "I had just been reading about the puppy mill and then here this is in a neighborhood." He was referring to the animals Wayne County officials confiscated from a dog breeder last week, charging the animals were being neglected.

Allen is heading up a group that plans to relocate the Winterville train depot from the Pitt County Fairgrounds to the lot. Allen was marking survey lines on the recently cleared property Sunday afternoon when he discovered the dog, which he said was a pit bull.

Winterville police said the animal was tied to a stump and a container of lighter fluid was found near the remains. According to a police incident report, officers couldn't lift any fingerprints from the container. Officers were unavailable for additional comment.

Allen said it did not appear the animal had been burned.

Allen, whose wife is vice chairman of the Pitt County Animal Control Board, said the dog had a collar but no identification. He said the dog was thin from starvation. He believes the animal was used for fighting and its owner wanted to get rid of it.

Allen said he was at that part of the lot 10 days ago and the animal wasn't there. "This is not a secluded spot, it's near a school. Frankly, anyone so mean, I wouldn't trust him to be near a school," he said.
