Authorities in the western New York town of Charlotte say a report of farm animals in the roadway led them to a frozen graveyard of sheep, goats, rabbits and chickens.

Now the 48-year-old property owner and her 16-year-old son are charged with animal cruelty.

Chautauqua County sheriff's deputies say several cows, goats and sheep that had wandered onto a roadway Monday appeared malnourished. Together with animal welfare officials, deputies then found 18 dead animals frozen beneath snow and feces.

Authorities removed 12 farm animals and six household pets from the property and charged Anne Mosier and her son with 31 counts of failure to provide sustenance. No telephone listing could be found for Mosier. A sheriff's dispatcher didn't know if she has a lawyer.
