Two dogs neglected, one dead

A North Charleston woman was in jail Saturday after police found a dead dog tied up in her back yard and a second one almost starved to death and freezing last week.

Jacquetta Seabrook was charged with two counts of animal cruelty. She was in the Charleston County Detention Center Saturday night.

The Charleston Animal Society has been nursing the surviving dog back to health. It's a black Labrador retriever mix about 8 years old.

Communications Director Kay Hyman said the surviving dog was 20 pounds underweight when it was found tied to a fence, but, "She is wagging her tail and gaining weight fast, though she has a long way to go before having a normal dog life."

She said her group has received many calls and e-mails from people interested in adopting the dog. The group plans to go to court next week and ask for permanent custody.

A North Charleston police officer's incident report described the scene as torturous to the animals, with food and water bowls empty.

"Both dogs did appear to be severely neglected by the owner/resident from lack of food," the report stated. "The temperatures in the past few days were in the 20s and the dogs appeared to have no shelter for warmth nor food or water."

Seeking assistance should be the first option for anyone who can no longer care for their pets, Hyman said.
