Animal Control officers seized four horses and cited their owner for second-degree animal cruelty for allegedly failing to properly care for them, according to Snohomish County Sheriff's Office spokeswoman Jan Jorgensen.
Officers began investigating the owner, who lives in the 13700 block of 12th Street Northeast, after receiving tips beginning in November.
They advised the owner to provide the horses a shelter and better-quality hay, Jorgensen said.
In January, they cited the owner for animal cruelty. In April, officers saw more weight loss in the horses, and their conditions hadn't improved, she said.
On May 21, officers saw the horses in a muddy, manure-filled area without food or water.
The next day, they sought a search warrant, and on Thursday they and a veterinarian raided the farm, where they found the horses covered in lice, Jorgensen said.
