Folsom police said they uncovered a shocking episode of animal neglect Thursday after neighbors called them to a home in the 300 block of Catterline Way.
Officers said they found two dogs left in the backyard with no shelter, food or water. The found another dog inside, chained to a sliding glass door surrounded by feces and urine. A filthy pot of water was the only sustenance available to the chained dog.
Officers also found two large parrots surrounded by their own droppings in cages with dirty water and little food.
Neighbors told police that the residents had moved out and left the animals behind. They could recall only seeing one person stop by the house two times during the past month, officials said.
Officers contacted the homeowner, identified by police as Mhdhomam Uyoun, by telephone. They asked him to return to the house. When he arrived, officers handed him a misdemeanor citation for animal cruelty. But, he was not taken to jail, officials said.
The homeowner waived ownership of the animals and they were taken in by Sacramento County Animal Care and Regulation field officers.
The field officers told police that all the animals were underweight and malnourished. If they can be successfully rehabilitated, the animals will become eligible for adoption.
