Delaware County officials arrested two people today in connection with the discovery of dead and starving dogs at a farm east of Jay.
Deputy Mark Berry says Sue Davis and Randall Dick were taken to the Delaware County Jail. The pair are accused of neglecting 98 dogs, including cocker spaniels and poodles.
After receiving an anonymous tip, Berry said he drove to Davis' dog-breeding operation and found 10 dead dogs and numerous starving animals. Some of the dogs were eating the carcasses of others.
Davis reportedly signed over custody of the dogs to the Grove Humane Society, which placed them with a private animal welfare organization based in Denver.
U.S. Department of Agriculture records don't show Davis as having a license. The USDA regulates wholesale breeding and kennel operations, but not retail operations like the one Davis appears to have been running. References « More cases in Delaware County, OK
