Union County authorities arrested a Lockhart man and woman, charging each with unlawful conduct toward a child, after observing unfit living conditions in their home and seizing more than 35 cats.

Robert Lee Young, 31, and Elouise Jane Young, 49, of 112 N. First St., have been released on bond. The married couple are accused of failing to provide a safe living environment.

An officer accompanying a Department of Social Services agent wrote in the incident report that "the smell of cat urine and feces was overwhelming." The officer noted in the report that large pieces of feces were in every room downstairs and covered furniture. The report also indicated the house was infested with roaches and fleas, adding, "you actually had to brush them off as you walked through."

A 15-year-old told authorities she had been sleeping on a bedroom floor because the bed was completely covered with belongings. The teen was placed in protective custody.

The incident report states that an animal control officer placed more than 35 cats in custody.

Authorities also observed that the floor of the living room is sunken, and the bathtub showed no signs of recent use.
