Potosi, MO (US)

Incident Date: Tuesday, Sep 2, 2008
County: Washington

Disposition: Alleged

Alleged: Todd Moyers

Washington County Associate Commissioner Todd Moyers was arrested this week for assault and animal neglect.

Washington County Sheriff Kevin Schroeder confirmed Friday morning that Moyers had been arrested. Moyers is a reserve Potosi police officer and was a lieutenant under a past sheriff.

According to the arrest report, Moyers was arrested Tuesday night but was released pending the filing of formal charges. The report indicates the sheriff's department is seeking charges of third-degree assault, third-degree domestic assault and animal neglect. No other details were made available.

Washington County Prosecuting Attorney John Rupp said early Thursday he had heard about a situation but has not received any reports from any law enforcement official.

Washington County Presiding Commissioner Robert Reed said he didn't want to comment because the matter is still under investigation and he doesn't know any facts about the arrest.

Moyers isn't the only Washington County official to get into trouble lately.

Rupp indicated the investigation into Chief Deputy Charles LaLumondiere is still ongoing. LaLumondiere was put on administrative leave Aug. 11. The investigation, like that of Moyers, is not related to his police duties.

Rupp said Missouri State Highway Patrol's Kansas City office is handling the LaLumondiere investigation and he has been unable to meet with investigators.

Both cases will be turned over to a special prosecutor if charges are filed.

This isn't the first time investigators have been called in to question LaLumondiere. He was under criticism earlier this year when Mosley, a dog he adopted for the sheriff's department and turned over to jailer, Lance Mason, got very sick.

Mason has been charged with two misdemeanor counts of animal abuse.
