On Aug. 2, the 19-year-old woman was at Cal Anderson Park on Capitol Hill and hit her dog hard enough to make it yelp, according to a police report.
She reportedly bit the dog on his mouth and said "I'm bigger than you; I'm stronger than you," while choking the dog, described as a dingo mix.
The woman was booked into King County Jail on investigation of animal cruelty and for failing to appear in a Gig Harbor on a charge of being a minor in possession of alcohol.
She was released from jail Aug. 8. The Seattle City Attorney's Office didn't file charges because of insufficient evidence, spokeswoman Ruth Bowman said.
The woman could have gotten her dog back because she was not convicted, but she never contacted the shelter, employees said.
