A Clendenin woman pleaded no contest today in Kanawha County Magistrate Court to two misdemeanor counts of animal cruelty against dogs she owned. Nancy Hill was placed on two years probation, agreed to surrender the dogs from her Laurel Fork home, pay $4,733.75 in restitution and must consent to monthly inspections of her home and property, according to the order signed by Magistrate Court Judge Kim Aaron. The order also specifies that Hill will not be allowed to own an animal for the duration of her sentence.

A third animal cruelty charge was dropped in exchange for the guilty plea.

The charges stem from incidents over the last three years. Both involved the mistreatment and abuse of dogs living on Hill's property.

During the hearing, Hill initially hid her face from reporters, but then glared at them as she approached the bench.

As she was being read the conditions of her plea, she made what appeared to be an obscene gesture with her hand. As she left the courtroom, she openly made the same gesture to reporters.

Clarence Carte, a humane officer with the Kanawha/Charleston Humane Association, said there were an estimated 30 dogs being kept by Hill and her husband Kenneth Hill.

Carte said his office had received numerous complaints that the dogs were being mistreated. He said dogs were being kept in pens and chained up and not being given food, water or shelter.

He claimed that one dog had had its leg shot off and had not received any medical attention.

Carte said crews from the shelter would make their way to Hill's home in the next few days to collect the animals.

Kenneth Hill also faces charges of animal cruelty.
