Animal control officers are waiting on test results to see how a horse in Brownsville died. It's believed the horse starved to death.

Claudia Tamez says she noticed the horse that died and other horses on her way to work one day. She says she saw no sign of a caretaker or food or water in the property.

Tamez says, "I saw a very extremely emaciated horse and that was the main thing that drew my attention. So upon going a little closer, I noticed that the horse was not being fed and then far off there was one dead on the ground."

Police have made one arrest in the case.
