Seven fighting dogs were found chained outside with industrial-sized chains secured in the ground by car axles in Germantown Tuesday, Pennsylvania SPCA officials said.
Dogfighting paraphernalia, a rifle, clips for a 9 mm, marijuana plants and crack were found at a house on the 5500 block of Morton Street.
"This is one of the strangest scenes I have encountered in my almost 20 years as a humane officer," said PSPCA Director of Investigations George Bengal. "I can't begin to imagine how those dogs were able to keep themselves upright with those chains. To keep a dog in those conditions is beyond cruel."
