When Terry Robertson first saw the rottweiler she now calls Cindy, she says her heart broke.
"She was so thin, she had bones poking out of her skin. She would take two steps and fall. Her hips would just give out. She was so weak," Robertson said.
Officers took Cindy and another starving dog from a Northeast Baltimore home back in April. At the time Cindy weighed 42 pounds - half the weight she should be.
Thanks to Terry Robertson, the dog has come a long way. She is healthy. She has gained weight, nearly doubling in size. Robertson takes her swimming three days a week to build up her muscle strength.
However she says this story is not the happy ending she had hoped for.
The man charged with animal abuse is Domaneek Bradley. He was sentenced to 16 hours of community service and Robertson says that's not enough.
"I think it's outrageous. I think as long as any judge is out there giving out sentences like that, this abuse is going to continue," she told ABC2 News.
Domaneek Bradley says the sentence is more than fair. He claims he never starved the dogs. He told ABC2 News that he left the rottweilers with a relative. The relative was arrested and put in jail, so the dogs were left alone with out food or water for about a month.
"I went to the house and found the dogs like that. I was getting them healthy again," Bradley says. "They were like my family."
Bradley goes back before a judge on August 21st.
