Deputies have arrested an Oldsmar man for felony animal cruelty after he allegedly dangled a dog from the moving vehicle he was driving and then dropped it onto the roadway.
The incident occurred at about 4 p.m. on Thursday, July 3 at about the 3100 block of Tampa Road in Oldsmar, near Canal Park. A witness told deputies he saw the suspect driving a white Chevy van eastbound on Tampa Road at a speed of about 45 miles per hour, while dangling the dog out of the driver's side window. The dog was on a retractable leash.
The witness stated he saw the dog bouncing off the roadway, off the side of the van and at one point saw the dog go underneath the van between the two left tires. The suspect eventually let go of the leash and continued driving. The witness said he honked his horn in an effort to try to get the suspect to stop, but the suspect continued on.
The witness saw the dog run into the park. He then proceeded to park his vehicle; pick up the dog; and contact the dog owner whose information was on the dog's tag. A passerby who was alerted by the witness, approached a deputy who was conducting a traffic stop nearby and asked for assistance regarding the injured dog.
The dog's owner came to the scene to pick up her pet, a 1 1/2 year old male bichon-yorkie mix named Riley.
Deputies were later able to make contact with the suspect, 53-year old Jack Q. Brown at his place of residence and arrested him for felony animal cruelty.
