Dog abandoned in freezing weather

Police dispatch received an anonymous call that a dog in a cage had been abandoned in a parking lot behind an apartment building at 820 N. Wheeler St.

The cage was found sitting on the frozen pavement among some parked cars.  It had only a few light blankets on it.  An emaciated tan Sharpei was inside covered in frozen feces.  The dog's nose was rubbed raw from apparently trying to get out of th ecage, which was tied shut with a bent wire coat hanger.
