A Sioux City woman faces charges after police said they found an "almost mummified" dead pit bull terrier chained inside a garage. Authorities found the dog's body Monday. They said it was chained with a logging chain in a garage.

The dog's owner, Lupita-Guadalupe Gonzalez, 23, faces a criminal animal neglect charge along with several civil citations.

Cindy Rarrat of the Sioux City Animal Control said it's believed the dog starved to death.

Sgt. Mike Post said it appears the dog's body had been inside for some time. He said it was "almost mummified."
