Horse neglect, dead foal eaten by dogs
Albany, OR (US)

Incident Date: Thursday, Apr 17, 2008
County: Linn

Charges: Misdemeanor
Disposition: Alleged

Alleged: Robert J. Willes

Deputies responded to a report of a "very skinny, dirty horse" in the 36000 block of Rock Hill Drive around 4:35 p.m. Wednesday. Deputies found a dead foal being eaten by three dogs.

The owner of the animals, Robert J. Willes, reported the foal had been dead for about two weeks. The dogs were taken to foster care and the owner was told to "fatten up" the skinny mare, apparently the dead foal's mother, or the mare would be seized.

Willes was cited for second-degree neglect, a class B misdemeanor punishable by up to six months in jail, and cited for improper disposal of a carcass.
