Deputies responded to a report of a "very skinny, dirty horse" in the 36000 block of Rock Hill Drive around 4:35 p.m. Wednesday. Deputies found a dead foal being eaten by three dogs.
The owner of the animals, Robert J. Willes, reported the foal had been dead for about two weeks. The dogs were taken to foster care and the owner was told to "fatten up" the skinny mare, apparently the dead foal's mother, or the mare would be seized.
