Ying Lin, 36, of 18 Brunswick Road could face up to one year in jail if convicted of�cruelty to animals after he allegedly left his dog tethered to a fence outdoors for three days without water or food, police said.��Lin will be arraigned in Superior Court in Derby Monday.

Lin was arrested�after neighbors complained that Lin's 2-year-old shepherd mix was tied to a fence and had been yelping for three days.

Animal Control Officer Sheryl Taylor said the animal was tied to a fence on a chain so short that the animal was forced to lie down. The 80-pound animal was left out last week during days when temperatures reached up to 80 degrees, and during a thunder and lightning storm, she said.

The dog, named, "Buddy," was covered in ticks when Taylor went to investigate neighbor's complaints. She said the animal has recovered and is staying at the Shelton Animal Shelter. She said he is favoring his back leg, due to being forced to lie down for such a long period of time.

"He couldn't stand up. All he could do was turn his neck slightly," she said.

Taylor said the dog was "happy to see her and a police officer," and that he "jumped" into the animal control van.

"No wonder he was happy to see the canine officer," said Police Captain Joel Hurliman, about the dog.

"If you had no room to move and couldn't eat or drink for three days you'd be happy to get in the van too," said Hurliman.

Taylor said the owner told her he tethered the dog to the fence because it escaped two weeks prior.

"Even though he got away, it's no excuse to do this to the animal, especially since he had a fenced-in yard," she said. The black, silver and tan dog is now at the shelter. His fate is uncertain, as the owner has not agreed to sign the dog over for adoption.
