Three dogs were found chained in deplorable conditions at the Tampa home of Nijel "Boogie" Scott, 22, of 12509 Four Oaks Road, according to an arrest report.
Investigators with Hillsborough County Animal Services and the Hillsborough County Sheriff's Office arrested Scott on Wednesday on animal cruelty and drug charges, according to an arrest report.
The dogs' water bowls were covered with green algae, and two dogs appeared to be atrophied, the report states. The third dog had open wounds around the ears.
Scott was charged with two third-degree felony counts of cruelty to animals and three first-degree misdemeanor counts of improper confinement. He has received civil citations in the past for improper confinement of animals, the report states.
Scott also was charged with possession of a controlled substance and possession of marijuana.
